Blue Envelope Program
The Arc of Bartholomew County is proud to partner with the Bartholomew County Sheriff’s Office to offer the Blue Envelope Program to our community beginning May 1, 2026.The Blue Envelope Program is designed to support individuals with autism spectrum disorder and those with intellectual or developmental disabilities during interactions with law enforcement and first responders. The program promotes safer, more understanding encounters by helping reduce stress and improve communication.
What is Included
Participants receive a distinctive blue envelope intended to hold important documents such as:
• Driver’s license
• Vehicle registration
• Insurance information
The envelope also serves as a visual cue to notify first responders that the individual may have communication differences or sensory sensitivities.
Program Features
• Clear instructions for both the individual and responding office
• Space for emergency contact information and communication details
• A simple tool to encourage informed and supportive interactions
